Minutes of Knayton with Brawith Parish Council Meeting
Monday 11 November 2002

  1. Apologies for Absence – All members were present.
    4 Members of public and one member of press were present.
  2. Minutes of the Previous Meeting - The minutes were read and agreed as a true record, proposed by Quentin and seconded by Ted.
  3. Matters Arising from the minutes –

    a) Linda pointed out a spelling error in Strimmer.

    b) The council was informed that the Strimmer is out of stock at the moment.
  4. Planning Applications –

    a) Siting of a mobile classroom with associated facilities at Knayton Primary School , by Borrowby Playgroup. This was approved by the council, proposed by Tim and seconded by Linda.

    b) The four planning applications by F A V Cook & Sons – The council decided it needs to know more information. It was decided that Linda, Ted and Quentin will approach Andy Cook at the site on Saturday at 9.30 am for more details then decide.
  5. Grants Roadshow 2002 – Linda informed the council she will try and attend.
  6. Urban Grass Cutting Letter – The letter was read out to the council by Tim.
  7. Parish Government Conference – No one is attending from the council.
  8. Laptops – This leaflet was passed on to Linda.
  9. Country Air Newsletter – The councillors will take turns to read it.
  10. Fireworks Safety – This event was already over
  11. Any Other Business –
    a) Freedom of Information Act – The council decided that there is no need to be involved in this.

    b) Ted informed the council that a member of public approached him in the pub and suggested the council of not following correct procedures in the purchase of the lawn mover and strimmer. Tim said not to be interested in pub talk. He also said if any member of public has anything to say they should come and say it at the meeting.

    c) Public Telephone Box – The council will write to the chairman of BT, asking for an explanation as to why it was removed as well as asking them to reinstate it.
  12. Accounts 2002/2003/Proposed Budget 2003/2004 – Dee presented the accounts and the proposed budget to the council. Both were approved by the council, proposed by Tim and seconded by Quentin.
  13. Parish Precept – It was agreed that the parish precept will be set at £400
  14. Linda showed the completed Borrowby Parish plan Book and asked for help to do Knayton’s.
  15. Linda, Ted, Quentin and Dee have agreed to do surveys on footpaths.
  16. The council agreed that Mike Hirst from Borrowby could come and talk to us about recycling.
  17. The meeting closed at 9.00 pm

Monday 30 September 2002

1. Apologies for Absence – Linda Gibbon 7 Members of public were present:

2. Minutes of the Previous Meeting - The minutes were read and agreed as a true record.

3. New Ethical Framework – Amendment to Model Code of Conduct:- The council is aware of this.

4. Ethnic Monitoring:- This was noted by the council.

5. Towards a Cultural Strategy:- The council is aware of this.

6. Freedom of Information Act 2000:- This was noted.

7. County Committee For Hambleton – This was noted.

8. Any Other Business

a) Yorkshire Local Councils Associations:- The council decided it does not need to be a member as this is too small a council. This was proposed by Tim and seconded by Ted.

b) CPRE:- The council will arrange for the CPRE North Yorkshire Slide Show Presentation for the Annual General Meeting.

c) A letter from Linda was read out by Tim. She conveyed her apologies as well as asked the council for a letter of support of the establishment of a pre-school nursery and out of school facility at the local school grounds as well as stating that the council support the applicants in their request for funding. The council agreed to this request.

d) Letter from Morag Roberts. Morag, a member of the public, wrote expressing her concern over grass cutting in the parish. Tim replied that this is taken care of.

e) Letter from Janet Bollock. Janet a member of public wrote expressing her concern over the wheelie bins. The council will write to the relevant authorities regarding this.

f) Ted asked the council to ask the county council to provide a green wheelie bin for the disposal of grass cuttings from the village green.

g) Lawn Mover. Tony Gibbon informed the council he has bought a lawn mover for the council from Power Point at a cost of £1,049. At present it is kept in Ted’s garage. Quentin informed the council that insurance has to be looked into. Dee will contact the insurance people.

h) Tony also informed the council that a trimmer costs £140 at the B&Q. He said he will purchase it and claim a cheque from the Council. He also quoted £50 for safety equipment at B&Q as well as the availability of a special course on the safe use of the trimmer.
