c) Flooding outside Moor Rise and resurfacing of pavements on both sides of the road between the A19 bridge and Knayton Hall – to be dealt with at next meeting 

d) Planting of saplings on the verge just before Squire Farm – next meeting 

e) Open Gates – Lesley to write to YLCA to find out if it is the concern of the parish council 

f) Footpaths around Knayton particularly the path from the school towards Borrowby– Lesley to write to the NYCC highways to voice concerns over maintenance

7. a) It was unanimously decided that the precept be set at £500, to cover the cost of lawn mower insurance and maintenance

b) Clerk’s Honorarium to be £110 plus expenses – unanimously agreed by council

a) Previous clerk to claim remaining expenses

b) IT van in the village – to be discussed at next meeting

c) Linda informed the council that Hambleton District Council has provided us with a notice board. Linda will contact them regarding delivering the board

d) The council expressed appreciation regarding the recycling facilities provided by the Hambleton District Council situated behind the Dog and Gun. This facility will be published in the next parish magazine for public information

The re-siting of the slab footpath is in abeyance until planning for the extension is agreed.

Hambleton D.C. Community Safety Roadshows - Lesley to write and express interest in restarting Neighbourhood Watch Scheme.

Planning - Maynooth - construction of above ground swimming pool - the committee felt remarks should be the same as on the previous application - but the application has been passed on to Linda for her observations before it is returned to the planning department.

5. Finance - Balance £1203.03. £128.33 paid to Powerpoint for the lawnmower.

At the next meeting need to fix the budget around the precept.

6. Any Other Business

Dee had reported that there was no light in the telephone kiosk - waiting for the power to be reconnected.

Mike Cowton reported that there was flooding outside Moor Rise and that the pavements on both sides of the road between the A19 bridge and Knayton Hall Farm badly needed resurfacing - Lesley to write to N. Yorkshire Highways Dept. Rik had received an E-mail from J. Peckitt regarding the planting of saplings on the verge just before Squire Farm - which is Council property? She also raised the question of the properties in the village leaving their gates open - if they are left open should they close inwards rather than outwards?

Dee pointed out that the Vital Villages balance was £774.68 and not £1786.24 as had been minuted on 28/7/03

Hambleton D.C. web site - Rik informed the committee that it was just about going on line, early days, not well known yet, also said that it was not worth getting involved with the local channel

Neighbourhood Watch Scheme - still pending

Rik agreed that he would be Vice-Chairman.

Dee reported that the Village Hall Committee had suggested some slabs to the entrance of the Village Hall in place of the grass that was being used as a path. Dee agreed to cost the slabs. The committee agreed in principle to some form of path so Dee will report back to the Village Hall Committee for their comments.

Minutes of Parish Council Meeting 28.7.03 at 7.30 p.m. in Knayton Village Hall

1. Apologies - None. Linda Gibbon (Chair), Dee Francis, Esther Royall, Rik Royall, Mike Cowton, Lesley Hughes + 2 public present.

2. Minutes of Previous Meeting - Approved. Proposed Esther Royall seconded Dee Francis.
Linda Gibbon welcomed Mike Cowton (co-opted) and Lesley Hughes to the meeting.

3. Matters Arising from the Minutes
Grass cutting - Linda Gibbon asked Mike Cowton about the state of the verges from the green down to the sliproad, concerns about the mower being damaged but Mike confirmed that now it had been cut a few times it was alright. He was quite happy to continue to cut the grass and pick up litter as his voluntary contribution to the village and he was thanked for doing this.
Notice board - discussed positioning of new notice board.
Rural Learning - Dee assisted on the Wednesday and Saturday evenings. Kate McCrick has been organising them. The first classes were to be Spanish and use of Digital Camera, the classes would be free for the first 6 weeks and if you wished to continue would have to pay for the last month.
New Street Lights - two lights in place at Leake Garth.
Plans for the swimming Pool, Maynooth - Mike Bell had written to the Parish Council re the screening of the pool but no notification as yet from Hambleton D.C.
Hambleton D.C. PC Web site - Knayton village is going to have a page on the site.

Doorstep Crime - e-mail invitation to go on the warning list for crime prevention. Linda suggested that it would be a good idea for a police visit to reinstate the Neighbourhood Watch scheme

Defra Rural Standards 2003 published - Rik has asked for the hard copy to complete questionnaire on rural services - circulate when it arrives Yorkshire Local Councils AGM, Annual Conf. 20/21 st September Yorkshire Local Council meeting Hambleton 22nd October.

Nomination for the Vice Chairman to take place at next meeting

Mike brought up the state of the footpaths particularly from the school towards Borrowby, plus cut off iron posts outside the old school - Linda suggested the possibility of combining a letter with the school re safety issues. One of the trees on the green had branches extending over the green - needs to be attended by tree surgeon.

Grass cutting - Maps & schedule supplied by NYCC discussion on monitoring actual cuts and on where the village would cut Linda to discuss with Mike Cowton, also other volunteers to cut
BT request for Wayleave (for phone box)- a Cheque for £468.00 had been received from BT for the wayleave
County Area Committee for Hambleton Election of Parish Council reps- as agreed R Royall had given Knayton’s support to Borrowby’s nomination
Notice Board Hambleton had agreed to supply a new notice board Dee to arrange delivery and inform Village Hall committee. New board would be locked to prevent misuse.
Rural Learning Communities open days Sat 12 July 10 -4pm Wed 16 6 - 9pm posters going up and detail to Rik for Hillside website

4. Co-option of councillor. It was agreed to co-opt Mike Cowton

5. Parish Clerk Rik Royall has agreed to act as unpaid Parish Clerk until October 2003 whilst efforts were made to recruit someone.

6. Bank signatories. Remove Tim Bucknall, Esther Royall, add Rik Royall, also agreed that all payments be formally approved at meetings in future.

7. Circulation of info & documents The clerk will circulate documents to councillors who will initial and pass them on.

8. Training for Parish Councils - Planning It was agreed to book 2 places on each date

9. Training for Parish Councillors - Code of Conduct No one wanted to attend session times not convenient. As a training video and book had arrived this would be circulated

10. Yorkshire Local Councils Associations. It was Proposed by Linda seconded Esther that the council would join and the invoice was passed to Dee Francis for payment of £71

11. Proposed Footpath Lighting - The whole council supported this, slip to be returned.

12. Hambleton District Council PC website etc Rik Royall explained that HDC wanted to link to Councils website if they had one (There is a page on the Knayton/Hillside website maintained by Rik) also offer being able to update Parish details in a parish council area on HDCs website. It was agreed to ask for webpage and links.

Minor amendment at Old Low Moor Farm, Knayton- no comments

14. Swimming Pool Maynooth Due to time constraints this had been circulated to all councillors and no objections had been made. However Mr Bell a member of the public at the meeting was given permission to speak, he explained that the development had already taken place and that this was a retrospective application and he had been objecting to Hambleton District council for 2 years. The council agreed that Linda Gibbon would contact Hambleton and express concern about not being informed of this. There was also discussion on making it clear that Knayton Council wanted and needed to know of objections as soon as they were raised and not to wait to raise them at a meeting.

15. Draft Hambleton Transport Strategy Consultation- Put in a late comment, Extension of Taxi vouchers to those eligible in Rural areas with no bus services.

Society of Local Council Clerks book promotion This appeared to be about book covering new financial/audit requirements. Very expensive Dee will check with Ralph Ford at Borrowby on having current date details.

NYCC grass cutting arrangements and map, first cut will be after 2nd June according to Morag due waiting wildflower seeding. Rik to try and get details from NYCC highways. Need Green bin for grass cuttings Dee to check if we can get one and if there will be a charge. Storage of bin Mike Cowton happy to carry on cutting at the moment. Where to cut discussion decision to be made after getting details from highways.

2. Minutes of the Previous Meeting: The minutes of the previous meeting was read and accepted as a true record, proposed by Tim and seconded by Linda.

3. Matters Arising from the Minutes:

Item 6 - Founder Tree Planting -The council thanked Morag for dealing with this.

Tim informed the council that he has written to Mike Cowton

The clerk was asked to write to BT again regarding the public phone booth.

4. New Access Rights in the Countryside: This was passed on to Linda to deal with.

5. Standards Committee - Appointment of Parish Council Representative: The council has chosen Jennifer Clare.

6. Making Transport Accessible for Everyone: This was noted.

7. District/Parish Council’s Liaison Meeting: This was over.

8. Village Halls Conference: This will be passed on to Dee.

9. Training and Questionnaire for Parish Council Clerks: This was passed on to Linda.

10. Distribution of Newsletter by E-Mail to Councils: This was accepted.

11. Notice of Decision on Planning Applications: This was noted.

12. Various Correspondence: The council is aware.

13. Any Other Business

Linda spoke about taster training sessions organised with Borrowby pc and Rural Arts North Yorkshire which will be held in both village halls in July.

The council is looking for a clerk. A notice has been placed in the D & S on the vacancy. A notice will also be put on the local notice board. Linda thanked Tim and Ted for their contributions to the council. Tim thanked Esther for being clerk.

Monday 17 February 2003

 

1. Apologies for Absence: Quentin

2. Minutes of the Previous Meeting: The minutes were read and agreed as a true record, proposed by Dee and seconded by Linda.

3. Matters Arising From the Minutes:

a) The council thanked Morag for taking the minutes of the last meeting.

b) The clerk was asked to contact BT again to find out what is happening about Knayton’s public phonebox.

4. Planning Applications:

a) Application for Listed Building Consent for alterations to existing dwelling and domestic garage and for the construction of a boundary wall at Sundial House, Knayton, by Mr & Mrs Gibbon. The council approved the application, proposed by Dee and seconded by Tim.

b) Copy of dismissed planning appeal by mrs SM Pearson - The council is aware.

c) Planning Application by Borrowby Agricultural & Horticultural Society - withdrawn - The council is aware.

d) Planning Application by Borrowby Playgroup - approved - The council is aware.

e) Planning Application by BT Cellnet - allowed on appeal - The council is aware.

5. Hambleton District Council Standards Committee - PC representative needed - The council decided to leave it for now.

6. Founder Tree Planting - Morag, a member of public has agreed to take care of this.

7. Reply from NYCC on missing A19 signpost - The council is aware of this.

8. Calor Village of the Year Competition - The council will consider this next time.

9. County Committee for Hambleton - Agenda and Minutes - The council is aware of this.

10. Hambleton Biodiversity Action Plan - Noted by the council.

11. North Yorkshire Waste Local Plan - The council wishes to wait till the survey results are out.

12. Public Speaking at Committee - The council will bear this in mind for the future.

13. Yorkshire and Humber County Training Partnerships - The clerk will find out the cost of the training.

14. North Yorkshire Joint Structure Plan Review, comments by 28 March - This has been distributed to all the councillors.

15. Referendum Establishing an Elected Regional Assembly - reply by 14 February - Tim is dealing with this.

16. Home Safety Roadshow - The council noted this.

17. Any Other Business:-

a) Hambleton Strategic Partnership - Linda will do the questionnaire.

b) The letter on the acceptance of £400 as the parish precept has been passed on to Dee.

c) Licensing Bill - Passed on to Dee.

d) Village Halls Conference Information - Passed on to Dee.

e) Vital Village - There is an extension till June for planning.

f) The Annual Parish Meeting - This will take place on Wednesday 23 April at 7.30 pm, followed by a parish council meeting.

g) The clerk will contact CPRE for a slide show at the Annual Parish Meeting.

h) Tim will write a letter of thanks to Mike Cowton for clearing/tidying up the public footpath by the bridge.

Minutes of Knayton with Brawith Parish Council Meeting
Monday 6 January 2003

  1. Apologies for Absence – Tim, Esther and Quentin.
  2. Minutes of the Previous Meeting - The minutes were read and agreed as a true record.
  3. Matters Arising from the minutes –
    a. Canvas Farm planning application for 48 (non static) caravans and winter storage, mainly for same. Concerns were expressed over traffic volume and have amended to 36 caravans with pull-ins on Moor Road (to be paid for by the Cooks). Concerns are still expressed at high number of caravans with single access. Parish Council has suggested further speed control measures. It is not known whether Hambleton Council has passed the plans or not.
    b. Bt are reinstating the phone box, probably on the green slip road near Ardmore. This will leave scope for any future extension of the village hall. Thanks were expressed to the parish council for acting so promptly.
    c. Insurance company wants to know the make and model of lawn mower/strimmer. Linda will inform Dee when she has the information.
  4. Wheelie bins for recycling - The wheelie bins survey results have not been received. A member of the public who asked for a half sized bin received it within the week.
  5. County Issues - Parish council has missed the deadline for the County Committee for Hambleton visit here.
  6. Planning Application - Dated 17.12.02 for a 2 storey extension to Old Low Moor Farm, Knayton. Permission was granted for ancillary domestic use, not as a separate dwelling. Revisions received - retention of glazing and addition of 3 roof lights. Parish council was happy with this.
  7. Hambleton CAB - Letter received asking for funding. Parish Council has insufficient funding but will write to Hambleton District Council asking them to support this worthy cause.
  8. Planning consent and funding received for Portakabin and playground equipment for after school club. Linda will pass brochure received about play equipment to Carolyn Mullins.
  9. Letter received from Hambleton District Council about a meeting on its Cultural Strategy. The poster referred to in the letter was not there.
  10. Date of next meeting - Although there are 5 months to election for parish councillors, another meeting is needed. Dee will be away from the 27.2.03 to 30.3.03. Ted encouraged people to stand. There will be 5 seats and election day is on 1.5.03. The next parish council meeting will be on 17 February at 7.30 pm.
  11. Any Other Business
    a. There have been complaints about Allen Brown’s lorries leaving earlier in the mornings. The increased noise may be caused by road dilapidation. There is no restrictions in the times the lorries can use the road. Parish council will inspect the road surface.
    b. The council will be coming to install new street lighting shortly. We want consultations as to the type and placement. Ted has discussed this with the council. The clerk is to write and say we would like a public consultation.
    c. Would clerk write to council to replace the signpost on A19 southbound carriageway.
    d. Moor Road drainage - The parish council asked whether this road has been checked. Nothing further has been heard from the residents.
    e. None of the members of public who were present had any questions to ask.
